William Mills was born on 13 February 1898 at Carnaveagh, Castleblayney, County Monaghan, the fifth of six children of farmer John Mills and his wife Martha Margaret (nee Clarke).

He enlisted in the North Irish Horse between 17 August and 12 September 1917 (Corps of Hussars No.71979).

Private Mills saw no overseas service. In late 1918 he fell ill. He died of pneumonia at the North Irish Horse Depot hospital at Antrim on 30 November 1918. He is buried at Ballybay First Presbyterian Churchyard, Ireland, grave in north-east part of grounds. The gravestone inscription reads:

H/71979 PRIVATE
W. MILLS
NORTH IRISH HORSE
30TH NOVEMBER 1918 AGE 20
